Recently hit by another driver, got estimate for his insurance company. Not sure I should repair for that cost

My car is a 1994 Lexus ES300 with 125,000+ miles on it. I would say it is in good or fair condition, the leather seats are cracking badly and it has a few scrathes, etc. I'm just wandering if it is in my best interest to repair this car or for it to be totaled out. The estimate for repairs in $3500.00, which could always go up once repairs start for unseen damage. I'm just not sure the car is worth repairing for that amount considering its condition. The damage is to the drivers side rear panel which is now rubbing something when I turn either way or go over any kind of bump in the road. The estimate does not consider repair for that since that could not be seen by looking at the vehicle. They are also saying the paint can't be matched perfectly because of the fading caused by sun and weather over the years. With everything considered my resale value is not good. I found a nice little car, a 2001 RENAULT CLIO, 1.2 16V 3dr Hatchback. I used a price comparison site to get a basic idea of what the insurance would be on it - and using my real own details and it was 5993. So I messed around a bit and added my mum as a second/extra driver. The price crashed down to 3,153. The option to add another driver was still there so I added my dad too and the price is now 2,617 - much more in my price range. I called them in and was like look at this and what do you think and they both agreed that there was something wrong with it and there would be a catch somewhere but I disagree. They said it would affect their own no claims however when added a extra driver no information about an extra driver is there. Are they right that there would be a catch? My friend doesn't have health insurance and is planning on putting his new baby (born around Oct.) on his policy with him. He's Latin American and has his permanent residence card, but is not yet a citizen. Anyone know of any affordable plans for him to look into in the Manhattan area?

Im looking for a first car, but being a 18yr old male, all the insurance companies just look at that, deem me a Boy racer and whack an extra 600 average to my insurance! Got a ticket for no turn on red . To be fair, I saw the sign and ignored it. There was absolutely no traffic and I didn't feel like waiting. Officer set a trap and nab'ed me. Hello, My parent just moved to USA (NY) a few months back and my father works at a grocery store. My parents do not have health insurance and I want to get them medical insurance somehow, something that is affordable since my father's job does not offer any health coverage.
